Palau Evaluation

Enhancing the Quality of Education in Palau Through the Use of Technology (Technology Evaluation)

Over the last decade, the Ministry of Education (MOE) has made enormous progress in introducing technology into the schools of Palau at all levels of the education system. Nearly all public schools have multimedia technology laboratories, computers and other instructional technologies, and computer lab managers who oversee the operation of these laboratories and assist teachers in the use of these resources. As a result, Palau is well positioned to meet the challenges that the education system now faces in raising instructional quality and promoting student learning. The purpose of this report was to review progress to date and offer suggestions for further strengthening instruction in the schools through the use of technology.

The historical information for this evaluation was generated by:

  • Analyses of existing documents such as: education plans, technology integration curricula, budgets, training record, etc.
  • Interviewing individuals with capacity to describe historical perspectives on technology use, including: Ministry personnel, technology coordinators, teachers, graduates, community members, PCC administrators, etc.

The current status of technology information was gathered by:

  • Conducting site visits in the majority of schools to examine the current hardware, networks, software, and instructional practices.
  • Interviewing administrators, teachers, students, parents, PCC administrators, faculty and other interested knowledgeable individuals.

A document with findings and recommendations was presented to the Minister of Education and his associates.
